Description

Document expenditures and repayment of external funds provided to the University to finance capital construction and renovation projects, including UO revenue bonds, state-issued bonds, SELP, or Certificates of Participation (COPs). 

These records found in all media (paper, digital, or other) may include but are not limited to:  

  • bond reimbursement requests;
  • requisitions, draw schedules, draw requests, invoices, bills and documents that relate to how the bond proceeds were spent;
  • lease agreements that relate to the use of the finance assets; 
  • management contracts that relate to the use of the finance assets;
  • constuction contracts that relate to the use of finance assets, including documents related to bond financed construction, renovation, and operations and use of any structure or space such as all copies of contracts, receipts for work performed, general accounting documents, and copies of cashed checked used to pay any financed or related expense; 
  • sponsored research agreements that relate to the use of the finance assets;
  • any other contract that relate to the use of the finance assets;
  • private business use that related to the use of the finance assets;
  • documentation of the purchases and sales of bond finance assets;
  • documentation of how proceeds were invested; 
  • any documentation and correspondence, including email, demonstrating the expenditure of the bond proceeds and the uses of the project; 
  • related documentation and correspondence, including e-mail. 
Retention and Disposal Instructions

3 years after maturity date of the original bond or refunding bond for all tax‐exempt bond‐financed assets (note: in some cases this may exceed 100 years), purge.  

Exception: In the event of a subpoena, audit, legal hold, public records or similar state or federal information request, halt until further instructed any scheduled disposal activities, including purging or transferring material to University Archives.
